Oklahoma Contractor Licensing and Where a Degree Fits

Oklahoma has no statewide general contractor license. The Construction Industries Board (CIB) states that general contracting needs no state license, while trade work does. CIB licenses electrical, mechanical, and plumbing work, building and home inspectors, and registers roofing contractors.

  • City registration: Oklahoma City requires contractors pulling building permits to register, with liability and workers’ compensation insurance and a $100 fee. No exam or experience requirement is listed.
  • Roofing: The Roofing Contractor Registration Act (59 O.S. §1151.1 et seq.) requires annual registration, and commercial roofing requires an endorsement with a two-part exam. A general contractor who subcontracts roofing to a registered roofer is exempt (OAC 158:85-5-5).
  • Trade licenses: For mechanical licenses, CIB rules let an approved associate degree or vocational program of 1,000+ hours plus one year of experience replace three years of journeyman experience (OAC 158:50-9-1). This covers approved mechanical programs, not construction management degrees.
  • Public works: ODOT prequalification (OAC 730:25-3-1) rests on audited financials, equipment, and experience, not on a degree.

Because no state license gates general contracting, the credential that carries weight with employers is the degree itself, plus exams the schools build in. OSU requires every CET graduate to sit for the AIC Associate Constructor or FE exam, and OU pays half the AIC exam fee for seniors (per each school).

You Should Know

  • None of the six schools on this page claims its degree counts toward any Oklahoma license or registration.
  • No Oklahoma rule found substitutes a construction management degree for experience.
  • Requirements in Tulsa and other cities differ; check the city where you will pull permits.

Transferring from an Oklahoma College to a University

Under Oklahoma State Regents Policy 3.11, a completed A.A. or A.S. from an Oklahoma public college satisfies lower-division general education at public universities. An A.A.S. carries no such guarantee: it requires only 18 general education hours (Policy 3.15), and the receiving university decides which credits apply to the major. The Course Equivalency Project lists which individual courses transfer as equivalents each year.

  • A.A.S. first: All three public associate programs on this page are A.A.S. degrees. OSUIT’s published transfer map leads to OSU’s B.P.S. in Organizational Leadership, not a construction bachelor’s.
  • A.S. first: The only OSU CET transfer map from OSU-OKC starts from the A.S. in Pre-Professional Studies and requires Calculus I, two physics courses, and statics (per the OSU-OKC profile).
  • Prerequisites: Plan math early. OU’s campus B.S. requires Precalculus, Trigonometry, and General Physics; OSU CET requires Calculus I and physics.

Bottom Line

Oklahoma’s options split into three price tiers among the schools on this page: public certificates and associate degrees at about $4.1K to $19.6K, public bachelor’s degrees at about $63.9K to $79K in-state (or $15.5K to $30.9K for OU’s online completion), and OBU’s private B.A. at about $155.3K before aid.

  • Accreditation: OU’s campus B.S. is the only ACCE-listed program; OSU offers the ABET options.
  • Format: OU’s online B.S. is fully online, and OKWU’s A.S. is online after an in-person vo-tech program; OU’s M.C.B. is mostly online.
  • Internship: OSUIT, OU (campus B.S.), OSU (CET), and OBU require field experience.
