Indiana Contractor Licensing and Where a Degree Fits

Indiana has no statewide general contractor or residential builder license. The Indiana Professional Licensing Agency licenses construction-related professions such as plumbing, home inspection, architecture, engineering, and surveying, but not general contracting. Cities and counties license contractors instead, and their rules differ.

  • Indianapolis and Marion County: Business and Neighborhood Services issues company licenses for general, electrical, HVAC, plumbing, and wrecking contractors. A general contractor license requires liability insurance, a $10,000 surety bond, workers’ compensation, and an orientation class, but no exam or experience, per the city’s 2025 application packet.
  • Fort Wayne and Allen County: the Allen County Building Department licenses all contractors by exam or reciprocity, with General, Building, Residential, and Home Improvement contractor classes.
  • Lake County: Hammond licenses residential and commercial general contractors and several specialty trades after an open-book exam (70% to pass), with a $5,000 bond.
  • Plumbing: the state Plumbing Commission licenses plumbing contractors; the exam requires 6,400 hours in the trade over at least four years or a registered apprenticeship.
  • Other state credentials: home inspectors (IPLA), elevator contractors (Department of Homeland Security), and asbestos and lead abatement contractors (IDEM and the Department of Health).

No Indiana state or local rule found lets a construction management degree replace experience or waive an exam. Indianapolis’s general contractor license has no exam or experience requirement for a degree to substitute for; Allen County credits only apprenticeship schooling. A degree’s code, estimating, and safety coursework is relevant preparation for exam-based local licenses such as Allen County’s and Hammond’s. Vincennes’s A.S. includes a course on the Indiana Residential Code, which is based on the 2018 International Residential Code.

You Should Know

  • Electrical and HVAC licensing is local in Indiana; requirements in Indianapolis, Allen County, Evansville, and other cities differ.
  • Indiana has drafted a 2026 Building Code based on the 2024 International Building Code; its effective date had not been set as of October 2026.
  • HEA 1005-2025 changed residential permit timelines and allows private plan review starting in 2026; it does not create contractor licensing.

Transferring from an Indiana College to a University

The Indiana College Core is a 30-credit general education block that Indiana public colleges and universities accept as a block under Commission for Higher Education policy (IC 21-42-3-5). A student with an approved A.A. or A.S. is treated as having met at least 30 credits of general education. TransferIN.net lists how individual courses transfer.

  • No construction pathway: Indiana’s Transfer Single Articulation Pathways, which guarantee junior standing for certain A.S. degrees, do not include construction management. The closest are Electrical and Mechanical Engineering Technology.
  • A.A.S. degrees: the transfer statutes name only A.A. and A.S. degrees, so A.A.S. credit depends on each school’s agreements.
  • School-specific routes: Vincennes’s A.S. feeds its own B.S. completion; PNW publishes guides from Chicago-area colleges and a trades pathway from Ivy Tech’s Apprenticeship Technology A.A.S.; Purdue Global shows an Ivy Tech graduate transferring 94 of 180 quarter credits.
  • Prerequisites: Plan math early. Purdue, PNW, and PFW require calculus-level math; Ivy Tech’s A.S. covers algebra, trigonometry, and physics, while its A.A.S. and Vincennes’s A.S. do not.

You Should Know

  • Completing the Indiana College Core does not guarantee admission to a specific major.
  • Private institutions are not bound by the block-transfer policy, though some participate.
