Alabama Contractor Licensing and Where a Degree Fits

Alabama has two state contractor licenses. The Alabama Licensing Board for General Contractors licenses work of $100,000 or more (Code of Ala. § 34-8-1, raised from $50,000 by Act 2024-277 in October 2024). The Home Builders Licensure Board licenses residential work over $10,000 (§ 34-14A-2).

  • General contractor: No fixed years of experience. The board weighs ability, past record, and finances (§ 34-8-3), and requires at least $10,000 in net worth and working capital (r. 230-X-1-.02). Applicants pass an open-book business and law exam plus a trade exam, per the PSI candidate bulletin.
  • Residential home builder: The unlimited license requires two open-book exams: a 40-question business and law exam and an 80-question skills exam, per the Prov candidate bulletin. Licensees complete 6 hours of continuing education a year.

No Alabama statute or board rule found lets a construction management degree replace experience or waive an exam for either license. A degree helps as exam preparation. Wallace State’s BUC 150 targets the home builder exams, and Tuskegee’s CSMT 361 elective prepares students for them (per each school). UA’s FE exam emphasis leads to engineering licensure, a separate board.

You Should Know

  • Each board decides who qualifies. Wallace State notes that students qualify for the residential exam only with appropriate field experience.
  • Act 2026-396 changes general contractor license exemptions from October 1, 2026; check with the board before relying on an exemption.
  • Electrical, plumbing and gas, and HVAC work each need a license from a separate state board.

Transferring from an Alabama College to a University

The Alabama Articulation and General Studies Committee, created under Code of Ala. § 16-5-8, runs the statewide transfer system now called Alabama Transfers (formerly STARS). Areas I to IV (41 to 42 hours of general studies) transfer to Alabama public universities. Area V (19 to 23 pre-major hours) follows each university’s transfer guide, which binds the university only if the student keeps the same major. Code C courses count only when the receiving school accepts them. Tuskegee is private and outside this system.

  • A.A.S. first: Jefferson State’s catalog says its program is not designed to transfer, and Wallace State’s construction courses carry Code C. AAMU’s Area V guide names construction and engineering courses from Alabama community colleges.
  • Private route: A 2016 Jefferson State agreement mapped 69 of 71 credits into Tuskegee’s B.S.; its current status is unconfirmed (per the Jefferson State profile).
  • Prerequisites: Plan math early. AAMU lists Calculus I for its major, Tuskegee and UA require calculus, and Auburn requires precalculus with trigonometry. Neither A.A.S. math ceiling reaches those levels.
